BackTesting Offline

Is this stupid easy functionality still not available in 2020? How difficult can it be? You can have the data offline but not the TESTING of that data?  Maybe they shouldn't rap their small heads around the account issue. What the hell is wrong with these folks? I'm a dev and this should not be that difficult to do.
