I want to create an Apps (or something) that....
1. Send Open/Close order to My Server Database...(mysql)....(if will be good if using webhook process).
2. Can work even on Trading in mobile...(while I didn't turn on cTrader Desktop)

Similar to your requirements, we have implemented many trading systems that send their trading information at MySQL Server Database. Moreover, we are experienced in coding for mobile applications. In detail, I am a developer myself and we are a team having an experience in MT4/MT5 based product development on server-side (using platform server and manager APIs) as well as client-side (MQL). We have developed several EAs,indicators, scripts and client plugins for the MT4 client terminal. We have also developed numerous MT4 server plugins using C/C++. We have developed Web UI applications and Desktop UI applications based on MT4 server and client for live trading, copy trading, investment analysis, back-testing, price feeds, MT4 feed data accumulation from server as well as client.
We possess the following technical expertise: MT4, MT5, MQL, Forex Trading server/manager/admin APIs, Android, C#/C++, PHP, MySQL.
