make pending orders and delete

Hello,

im looking programer who code script;

• connect to URL and download entry (example lower)
• check current ask/bid and open long or short position depends on example;
• if md5 sum is different from waiting pending order, delete old order and put new
• checking url every 15 minutes

- 1.0790 is valid for long if ask/bid is upper than that price / valid for short if ask/bid is below that price - pending order 10 pips before 1.0790 SL 10pips  upper 1.0790 
1) 1.0760 is TP1 for short - close 5 pips before - move SL to be, 1.0745 is TP2 for short 
if hit SL, short again at 1.0820 with TP 1.0790 (pending orders -/+ 10 pips is still valid before)
