Toggleable synchronization of drawing tools between multiple time charts in Free-chart mode

Example - you have three charts 15 min, 5 min and 1 min of the same instruments open at the same time in the Free-chart mode. When the synchronization is ON, then if you draw a horizontal line on 5 min chart, it appears on ALL open charts of the same instrument. Same for other drawing tools
