why is there a second detach chart button that pops up on hover

theres already a detach chart button at the top right corner of every chart window. when we hover over a chart, another detach chart button appears but this one is covering the vertical price scale and gets in the way when im trying to place a stop order. i cannot see the price im trying to place the stop order on, forcing me to move the chart down so i can see the stop order line price.

why the need for another button when we already have one in the perfect spot. redundancy is ok but not when it gets in the way of trading, forcing extra steps..
