Re-dockable Chart Setting Panel

Maybe the recently modified Chart Settings panel should be placed in its own dock-able Panel just like the Chart Tools Panel.
Make all 4 sides of the chart dockable and stackable (if a user wants all panels docked on the same side)

Tools Panel has lost the option to re-docked to the top of the chart in version 4.0.
Users have been forced to lose vertical chart space which was more valuable to me than horizontal chart space.
Consider all the different monitor shapes sizes and orientations (vertical oriented ultra wide monitors) chart real estate should remain as flexible as possible.
To the extent that maybe even the chart tabs should be re-dockable also.
