New Tab to be created for strategy description name "News/Update"

Currently there is already a strategy description section for signal provider, but there is no tab whereby provider can easily write an update/comments/news etc to engage with subscribers

Some providers took to creating TG but this can be opened to abuse, thus its very helpful to create a separate tab named "News" in the strategy description (that is strategy decsription section now has a new tab not a new section) that can easily allow a provider to update the subscribers even if there are open trades without having to perhaps stop the strategy. Ctrader also seems to sometimes have this issue that cant update a strategy description and gave "server is busy right now, please try again later"
