Allow expanding a vertical scale at user convenience.

- Short Explanation -
At present, it is not permitted to enlarge a vertical scale indefinitely. A room for expansion, however, is so limited as to cause a huge inconvenience. I propose that it be made possible to increase a vertical scale at user's liberty.
