Adding a tag for fix scaling to Tools Menu & capability of to be detached and free on screen in Tools Menu

I have 9 charts on 3 monitors.Whenever I want to use Tools Menu I have to come back to main screen of platform .I think Tools Menu should be detached and free on screen to resolve this problem.
Chart scaling changes With charts detaching and attaching ,I think it's good idea to add fix scaling tag to Tools Menu
