Optimization CPU slider has no effect!

Optimization CPU slider has no effect!

Just recently I noticed that putting my CPU usage to max no longer uses all my cores:

 

As you can see the estimated time has blown out to 3 days, changing the slider doesn't seem to do a whole lot at the moment! When I'm not doing anything else with my PC I would rather it use 100% of the CPU and finish quicker. Interface lag does not bother me in this case. Was this a change off the back of recent complaints about freezing? Or has my install possibly fluffed up?

Works fine for me (while optimizing and not).

Turns out running other things while optimizing causes the platform to lose priority (windows thread management?).

Turning up the applications priority in task manager restores some of it.
