How to use this indicator?  How does it work?  What is its purpose?  What is LAG ?

Hi, I searched on Google, but somehow confusing information.  Is crossover of COG and LAG considered as buy/sell signal?  

I hope someone can share a good link explaining COG and LAG in ctrader.
