User Time Setting flawed

Ok, so over the past 6 month spotware has fixed almost all issues related to timezones.

However, there is one more issue that remains.

When you select the time offset to display time in user interface, it is fixed.  +2 or +3, etc.  The problem is that when you are looking at periods that cross daylight savings time, like in October and November,  the wrong time will be displayed because for example if you are in the E. Europe time zone, before oct 27th should be UTC+3 and after should be UTC+2.  

Instead of fixed UTC offsets the selection should be for a specific time zone, so that the GUI will always display the correct time.
