Will the copy account be exempt from to transfer performance fee, before their history loss recovery after restarting my strategy?

A quick question about High-Water Mark Model, please.

If my previous copier stopped their copying when their copy account suffered an equity loss.  But later they decided to restart copying my strategy again, after the master account had recovered from unrealized loss and reached a new highest value.

Will the copy account be exempt from to transfer performance fee, before their history loss recovery after restarting my strategy?
